The PLV represents a hub of knowledge set up at the premises of the Kouga Dam and the Working for Water propagation nursery. Its main objective is to be a physical location for the learning network; for those involved to meet and share knowledge. Office facilities and accommodation are available at the location to accommodate students, volunteers and Living Lands staff members involved in the PRESENCE network. Workshop facilities have been developed to host events for the network and the broader public in a more appropriate manner. The PLV is funded by the Department of Water Affairs (Working for Water) and maintained by Gamtoos Irrigation Board. Some of the facilities have been funded by the local private sector and the Dutch government.
